Aerodrome / Airport certification

The International Civil Aviation Organization (ICAO) has recently introduced a requirement for all State Authorities to certify their aerodromes (airports).

Amendment 4 to ICAO Annex 14, Volume I came into effect on November 1, 2001. This amendment to the Chicago Convention Annex introduced, for the first time, requirements on the certification of aerodromes. It recommended that all aerodromes open for public use be certified by State authorities by November 1, 2001, and requires that all aerodromes used for international operations be certified by November 27, 2003. Another standard, which has been a recommended practice since November 1, 2001, requires an aerodrome Safety Management System (SMS) be put in place at all certified aerodromes by November 24, 2005.

Our staff has long standing experience in this field and has participated to the training of civil aviation authority staff and aerodrome operators on aerodrome certification in Canada and abroad (on behalf of Transport Canada and the International Air Transport Association). Of particular interest, APS can provide technical assistance and advice based on ICAO Standards and Recommended Practices on the development and implementation of:

  • Aerodrome certification regulatory frameworks;
  • Aerodrome certification policies and processes;
  • Aerodrome inspection and audit procedures and checklists;
  • Aerodrome Operations Manuals (AOM);
  • Operational plans during construction;
  • Winter operations plans;
  • Other operational plans (maintenance, wildlife management, low visibility operations, etc.);
  • Emergency response plans; and,
  • Safety Management Systems.
